Iran is willing to resume atomic negotiations with Washington on condition that it is handled with "respect" and "honor", Iran's top diplomat has stated.

The Iranian diplomat said exclusively dialogue was effective, and disclosed new appeals had been made by go-betweens to reopen negotiations with the Trump administration. He asserted Iran possessed no secret atomic facilities, and Iran was not yet able to authorize the UN nuclear inspectorate to visit attacked atomic facilities for safety concerns.

Navigating a Complex Path

Araghchi is walking a challenging route since Iran aims to avoid be perceived to be operating from a situation of vulnerability, and he insisted repeatedly that Iran had emerged more resilient militarily and psychologically from the coordinated strike on its atomic facilities in June.

He was addressing at a defense forum in Tehran where he reaffirmed that Iran had "an absolute privilege to enrich uranium on home soil that it will always maintain" – the primary cause of the stalemate in the previous talks.

Previous Discussions Suddenly Terminated

The earlier sessions of negotiations between the US and Iran were brought to an abrupt and hostile conclusion on 12 June when the Israeli government, with Washington's assistance, targeted Iranian nuclear sites in a 12-day war that concluded with the US president declaring the locations had been obliterated. Afterward, Western states exercised their authority to reinstate international penalties, but Iran maintains they have not had a significant effect.

Magic Solution Suggested

Tehran representatives claimed they felt they had reached a "magic solution" to the enrichment issue in prior discussions, when it was settled an Iran-based consortium with American involvement could refine atomic fuel. Both sides would have been able to claim victory since home-based processing would have persisted and the US could be confident that Iran's enrichment initiative was entirely non-military.

It had not been agreed in the discussions that US nuclear scientists could operate on Iranian soil, but that was a logical implication of the partnership suggestion. Officials claimed repeatedly they had reached agreement with Washington's diplomat the American negotiator only for the agreement to disintegrate due to "detractors in America".

Present Status

Iran's diplomats said the cooperative arrangement was now off the table, but it seems quite possible the suggestion could be resurrected in various formats if discussions restart.

The American leader last week claimed he had been receiving messages that Iran desired to reopen negotiations, but privately Tehran representatives say they are not yet receiving consistent overtures from America either explicitly or from significant local go-betweens, such as Qatar, the Egyptian leadership, Oman and Saudi Arabia. The Iranian foreign ministry has been charged of non-responsiveness in the face of Washington's unmediated tactics, but Tehran says negotiations is not part of a spectacle.

Negotiating Position

In his speech to the conference, intended to portray the US as a dominant force that abuses the notion of global regulations, Araghchi declared the fortnight-long engagement demonstrated the dispute could not be resolved by combat operations. He asserted the attacks commenced with a Washington's ultimatum for an unconditional Iranian surrender and concluded with an absolute demand for a ceasefire.

Iran is assured the opening assaults from Tel Aviv were mounted with full US knowledge and coordination, making faith difficult to rebuild.

Diplomacy Continues the Primary Solution

Araghchi declared: "Tehran was not the one that had abandoned dialogue; it was the United States and the western countries that had repeatedly tried to impose their will during the negotiations. Negotiations can still be alive and stays the final solution to address disputes, but its requirements, rules and tenets must be adhered to."

"If they talk to the citizens of Tehran with the tone of respect and respect, they will obtain a reply in the equivalent language."

Restoration and Reconstruction

In what is portrayed by Tehran representatives as the battle of repair and rebuilding, Araghchi stated he was assured Iran's military capacities "have significantly improved than preceding 13 or 14 June of this year. Our entire military infrastructure have been restored. We learned many lessons from this war; we have identified our internal vulnerabilities and the weaknesses of the enemy."

He added: "We managed to survive this engagement. Our enrichment knowledge, which they intended to destroy, stays intact. The sites and machinery, if damaged, will be rebuilt; what is essential is the resolve of the nation of Iran and then the national cohesion that they targeted, but did not succeed to shatter. The citizens of Tehran have developed more resilient, more united, and more supportive of the leadership and the nation in the aftermath of this invasion."
